The foundation stone of the Institute was laid on 3 July 1916, and it was officially opened on 10 September of the following year.〔(National Museum of Wales - Laying foundations: Workmen's Institute ). Tallis, Managing Director of the Tredegar Iron and Coal Company, which owned Oakdale Colliery, represented them at the opening ceremony; the company had lent money to the local miners' organisations to enable them to build the "'Stute" as it became popularly known.〔(Historical Buildings - St Fagans: National History Museum - Oakdale Workmen's Institute ).
